AI Safety News

A groundbreaking international AI treaty, spearheaded by the esteemed Council of Europe, has been signed by a coalition of countries, including the US, EU, and UK. The treaty aims to ensure AI systems adhere to democratic values and human rights. However, it faces criticism over its potential enforceability and comprehensive application.

Key Points:

  • Broad Coalition: Signatories include major Western nations and others like Iceland and Israel, emphasizing a strong but not yet globally encompassing commitment.
  • Human Rights and Democracy: The treaty's primary focus is on protecting human rights, maintaining democracy, and upholding the rule of law throughout the lifecycle of AI systems.
  • Critique of Enforceability: Legal experts have raised concerns about the treaty's broad principles, fearing they may complicate its practical enforceability and questioning the lighter regulation on private sectors compared to public ones.
  • Call for Wider Adoption: Secretary General Marija Pejčinović Burić encourages more countries to join the treaty to strengthen its global impact, aiming for a comprehensive international standard.
  • Future Ratifications: The treaty will formally take effect after ratification by five signatories, including at least three Council of Europe member states. Once these ratifications are complete, the treaty will be ready for broader acceptance and implementation.
